This note summarizes changes made to the RFI flagger, specifically for the 
relaxed series.

If no RFI is detected on the first pass then the remaining iterations are not performed.

We still flag the whole scan if more than 50 % is RFI
We still flag the whole scan if the skewness and kurtosis limits are not met.
